The paycheck problem is not just about minimum wage. When we moved to Anchorage in 1995 my paycheck doubled; the main reason we moved there. After Anchorage, my next employer paid me more. Today, those paycheck amounts for those two jobs over 15 years has not gone up, or has possibly gone down a little. Poor wage growth is our problem in the US, leading to your correct analysis on who is paying whom, employers or government subsidy?

The system of paying employees used by Red Lobster seem illegal. $3.50 per hour plus tips paid by the customer seems not legal when the evening shift wait staff cleans up at the end of day, prepping the tables for the next day. All those little tasks expected to be performed during slow hours, at $3.50 per hour is not right. No one complains to the State for fear of being fired. What goes around comes around and now, Red Lobster files or bankruptcy. They probably paid $3.50 per hour in the 1980's. BTW: In the government session that just ended in Boise, a bill passed making unemployed people to search for jobs 5 times per week instead of 2. Here in Lewiston, there's not enough employers to do that, unless $12 per hour will pay the bills. And... it isn't.
